The Alexandria Redevelopment and Housing Authority

The Alexandria Redevelopment and Housing Authority (ARHA) is a state-chartered public housing authority established on June 27,1939 by City Ordinance and Mayoral appointment of a five-member Board of Commissioners, in accordance with the Code of Virginia’s enabling legislation. ARHA is not a formal entity of the City of Alexandria government. However, the City of Alexandria provides some funding to ARHA in support of its efforts to maintain and modernize its housing stock, as well as, partners with ARHA in other endeavors in support of the Authority’s mission and vision. ARHA is established to operate public housing for income-qualified households, administer certain federal housing programs, administer and operate Low-Income Housing Tax Credit properties, and to maintain, operate, modernize, and/or redevelop its housing stock for the purposes of improving the living conditions of ARHA residents.

ARHA's development entity operates under VHD LLC. 

ARHA's FY2023 Five-Year Agency Plan

Public hearings will be held to discuss the Alexandria Redevelopment & Housing Authority’s (ARHA) FY 2023 5-Year Plan. The 5-Year Plan identifies ARHA’s goals and objectives that will enable the Agency to serve the needs of low-income, very low-income, and extremely low-income families for the next five years. The 5-Year Plan also includes a report on the progress the Agency has made in meeting the goals and objectives described in the previous 5-Year Plan and contains a statement of the goals, objectives, policies, etc., that will enable the Agency to serve the needs of child and adult victims of domestic violence, dating violence, sexual assault, or stalking. The 5-Year Plan will be made available on the ARHA and City of Alexandria websites, at ARHA’s main office and property management offices at Princess Square and the Ladrey High-rise. The Plan will be provided either by mail and/or email upon request. ARHA will also be providing time for public comment (both before and after the scheduled public hearings). Public hearings for the 5-Year Plan will be held at ARHA’s main office located at 401 Wythe Street, Alexandria, VA 22314 on Tuesday, September 6th, 2022, and Wednesday September 7th, 2022, at 5:30 p.m. until 6:30 p.m. For additional information visit ARHA's webpage.

ARHA Redevelopment Work Group

Upcoming Meetings

The ARHA Redevelopment Work Group is a City Manager-convened group comprised of two members of City Council, two members of the ARHA Board of Commissioners, and one member of Planning Commission with the purpose of coordinating and communicating to help develop a coordinated affordable housing strategy for Alexandria that includes the goal of sustaining and improving public and publicly assisted housing within the City of Alexandria. The ARHA Redevelopment Work Group meets periodically to discuss matters and issues regarding public housing, on mutual call of the Mayor and Chair of the ARHA Board of Commissioners.  The communications of the Working Group are reported back to the full City Council, the full ARHA Board of Commissioners and the full Planning Commission to assure timely understanding and coordination between the three bodies.

Resolution 2876

In April 2019, the City Council and ARHA Board of Commissioners adopted Resolution 2876, which supersedes Resolution 830. The resolution reflects the continued joint commitment of the City and ARHA to replace 1,150 units of public and publicly-assisted housing and provide tenant protections to any tenant displaced during any future redevelopment activities. In 2018, the public was engaged in a consultation process and the Resolution 830 Working Group was convened to provide guidance to the updated joint commitment. In addition to reaffirming the partners' joint commitments, Resolution 2876 establishes the blueprint for both agencies to continue to work together to provide affordable housing resources to the City's most vulnerable residents. 

Samuel Madden Homes Redevelopment Project

Project Information

The Alexandria Redevelopment and Housing Authority in partnership with Fairstead, Mill Creek Residential and The Communities Group will redevelop the 66-unit Samuel Madden Homes located in the Braddock Neighborhood. The residential community will be transformed into a mixed-use community featuring mixed-income rental housing, retail, community service uses, and a new location for Hopkins House early childhood education. Additionally, a new public park with a playground and public art will be installed. Several public and community meetings will be held in May to share this information in detail. See the list below. Section 106 Process

The Section 106 process is a federally mandated process that ensures any projects funded by the Department of Housing and Urban Development study the effect of the project on cultural or historic resources and mitigate any negative effects of the project on those resources.

For the Samuel Madden Homes, it has been determined that the redevelopment project will have a negative effect on a historic resource. See the Documentary Study of the Samuel Madden Homes prepared by EHT Traceries for more information about the Madden Homes' place in the history of Alexandria.

More information on the mitigation measures proposed can be found on the updates page for the Samuel Madden development project.

The project has also received a Permit to Demolish from the City of Alexandria Board of Architectural Review (BAR). In order to receive this permit, the BAR placed its own mitigation conditions on the project. There were two BAR hearings about the demolition of the project and the necessary mitigation measures.

Historic Preservation, Community, and Architecture of Public Housing in Alexandria Symposium

On Thursday, February 11, 2021 from 9am - 4:30pm,  the City of Alexandria hosted a virtual community conversation on the former Ramsey Homes - construction of the former World War II era buildings, segregationist practices, and the African-American residents. Originally built as temporary housing for African-American war industry workers in the 1940s, the homes later served as permanent housing and became part of the fabric of the Parker-Gray community. The symposium featured prominent speakers in the areas of historic preservation, American studies, affordable housing, architecture; as well as featured stories of the residents who lived in Ramsey Homes from 1940s - 1950s. The event concluded with a virtual site tour of Lineage at North Patrick Street.
