Complaint Mediation

Conversion and Relocation Assistance Policies

  • Download the Housing Conversion Assistance Policy and Housing Relocation Assistance Policy to learn about City guidance to developers of rental projects that involve demolition, substantial rehabilitation, relocation, conversion to another use, sale of a rental condominium or cooperative units, and/or termination of affordable set-aside units.
  • Download the Tenant Assistance and Relocation Policy for projects in or proposing to rezone to the new Residential Multifamily (RMF) Zone.

Housing Choice Voucher Program

The Housing Choice Voucher (HCV) program, formerly Section 8, is administered locally by the Alexandria Redevelopment & Housing Authority (ARHA). The Program welcomes new landlords interested in accepting tenants with HCVs. Learn more about HCV landlord eligibility requirements. For more information, please contact:

Apartment Manager Seminars

  • NEW: The 2024 Apartment Managers Seminar will be held November 7, 2024, 9 a.m.-noon at the Virginia Theological Seminary, 3630 Bishop Walker Circle, Alexandria, VA 22304 in the Addison Academic Building, Lettie Pate Multipurpose Room. Doors will open at 8:30 a.m. and a continental breakfast will be served. Please register by November 1.  Contact Virginia Patton if any questions.
  • The 2023 Apartment Managers Seminar was held on Navigating the New Normal: Virginia’s Landlord Tenant Legal Landscape after COVID.  
  • The 2022 Apartment Managers Seminar was held on on strategies and resources for supporting tenants with behavioral health conditions and people experiencing acute stress and anxiety.

Fair Housing Law Training
