Government Shutdown 2025: Resources for struggling federal workers

The Brief
- The government shutdown has furloughed about 750,000 federal workers, leaving many without paychecks and uncertain about back pay.
- Local governments and organizations across D.C., Maryland, and Virginia are offering food assistance, utility payment plans, and financial relief programs to help affected workers.
WASHINGTON - As the government shutdown continues, federal workers feel the pinch as they go without paychecks, driving concerns on how to put food on the table and pay the bills.
Many furloughed workers in the DMV are living paycheck to paycheck and will not receive a paycheck until after the shutdown has come to an end. And even that is in limbo, after an OMB memo earlier this month claimed that backpay for federal workers is not guaranteed, despite a 2019 law.
In the meantime, local governments and companies are stepping up their efforts to help furloughed federal workers.
Food assistance for federal workers
Washington, D.C.:
"We are here to help you. And our network is here to support you," says Capital Area Food Bank CEO Radha Muthiah . "We're a community that takes care of one another."
Capital Area Food Bank has expanded its food distributions to help aid federal workers throughout the DMV. They are offering shelf-stable pantry items and fresh produce for the duration of the shutdown. Visitors need to show a government work ID to receive food.

Maryland:
Capital Area Food Bank's free food distribution for federal workers includes three Maryland locations: Hyattsville, Gaithersburg and Beltsville. Click here for dates, times and locations.
Maryland food bank says, "Our network of community partner organizations will be able to provide nutritious food at no cost to federal employees, people who work for federal contractors, and other individuals impacted by the shutdown."

Virginia:
Capital Area Food Bank's free food distribution for federal workers includes a location in Alexandria on Fridays.
Local food pantries in Virginia have prepared themselves for the spike in demand as the shutdown continues.
The Chesterfield Food Bank Outreach Center holds a food distribution every 1st and 3rd Friday at its Chester location. Several distributions are also held throughout the month at other locations.
Virginia has declared a state of emergency to allow SNAP benefits to continue past November 1, when benefits for the national program are set to run out.
"The Democrat Shutdown will cause SNAP benefits to run out for over 850,000 Virginians in need starting November 1, 2025. I refuse to let hungry Virginians be used as ‘leverage’ by Congressional Democrats," said Governor Glenn Youngkin in a press release on October 23.
Financial assistance for federal workers
Credit unions like USAA, Navy Federal and PenFed offer low-interest or zero-interest loans to federal employees affected by the government shutdown.

Washington, D.C.:
Pepco, the major electric company in the capital region, is offering payment plans to help fed workers pay their bills.
"We’re offering flexible payment arrangements, so that basically means that a customer can sign up for this, and it stretches that bill out into payment arrangements for up to a year so that helps," Pepco spokesperson Chuck McDade said.
If you would like to be a helping hand, Pepco has made it easier through, "The Gift of Energy," which will allow anyone to make a payment toward a friend or family member’s energy bill, if they’re having trouble making that payment themselves.
Maryland:
If you're an essential federal employee working during a federal government shutdown without pay, you may be eligible for a one-time, no-interest loan through Maryland’s Federal Shutdown Loan Program.
The Federal Shutdown Loan Program offers a zero-interest $700 loan to applicants who are residents of the state of Maryland, are current federal employees; and are designated as "excepted" employees, who must work through the shutdown without pay.
The loan is to be repaid within 45 days after the shutdown ends.
The online application portal is open now.
Prince George’s County Council is set to take up the Federal Worker Emergency Assistance Act on Tuesday.
The legislation would offer priority hiring in county government for laid-off federal workers, incentives for local businesses to hire them, and expanded food assistance for affected families.
Virginia:
Officials are reminding federal workers of state laws feds from eviction or foreclosure during a shutdown.
Federal employees and contractors can’t be evicted or foreclosed on during a federal government shutdown, under state law.
The City is offering short-term relief opportunities and resources, and connecting impacted residents and businesses to available resources.

Federal resumes tend to be longer (3-5 pages), highly detailed, and structured according to USAJobs requirements. They include specific position descriptions, hours worked per week, supervisor information, and extensive lists of duties. Civilian resumes, on the other hand, are typically concise (1-2 pages), achievement-focused, and tailored to specific job postings.

City of Alexandria Federal Government Shutdown Information and Resources
Effective 12:01 a.m. on Wednesday, October 1, federal agencies are unable to legally spend money without appropriations from Congress and must stop all “non-essential work.” Federal paychecks and payments to federal contractors stop for as long as the shutdown lasts.
We cannot know how long the shutdown will last. Until a new budget or temporary funding measure is passed, federal workers and contractors deemed non-essential (approximately 75% of the federal workforce) will be furloughed (sent home without pay), and many government programs and activities will be unavailable.
The City of Alexandria is prepared to deploy resources and provide information to assist those impacted in our community. The City works collaboratively with its partners to provide information and resources that may offer support, security, and stability for individuals, families, and businesses impacted during and after a shutdown.

Federal employees crowdsource resources to support each other during shutdown

Agroup of former and current civil servants started a petition in September urging Congress to vote against a continuing resolution needed to avoid a government shutdown unless it also included provisions pushing back on the Trump administration’s federal workforce overhauls. While they were spearheading the letter, which has since been signed by more than 2,000 federal employees, the group also was thinking about what to do if a shutdown actually did happen.
The federal employees came up with a crowdsourced spreadsheet of organizations that are providing assistance to workers who are not getting paid because of the government shutdown, which has been going on since Oct. 1 primarily due to disagreement in Congress over whether to include an extension for expiring Affordable Care Act health insurance subsidies in the CR.
“We were working on this civil servant coalition letter and asking Congress for a fighting CR and thinking, ‘Well, if there is a shutdown, maybe in part because of this campaign, we should also really be thinking about how this is going to impact our communities,’” said Anna Culbertson, a former National Institutes of Health employee who lost her job as part of the mass firing of new federal employees in their probationary periods. “What are things that we can do as former feds [and] current feds to try to help our communities as robustly and as effectively as possible?”
The spreadsheet is one example of the resources that several nonprofits and state and local governments have encouraged individuals impacted by the shutdown to utilize in order to help weather any financial difficulties caused by the lapse in federal funding.
Culbertson highlighted that feds are using the spreadsheet to compile credit unions and banks, generally for federal employees or service members, that have programs to assist members experiencing financial hardship as a result of the shutdown. USAA, for example, is offering a no-interest loan to government workers whose pay has been disrupted due to the shutdown.
While federal employees are entitled to backpay once a shutdown ends under a 2019 law, White House officials are reportedly developing guidance to overrule that requirement.
Culbertson also pointed to a weekly “peer empowerment call” and other community support events featured in the spreadsheet. The call is put on by 27 UNIHTED, a group founded by her and other former NIH employees following Trump’s workforce reductions at the agency earlier this year and named for the 27 institutes within NIH.
“For this shutdown and this time period for federal employees, it is so valuable for all of us to be like crowdsurfing — uplifting each other — because we are so strong in numbers and just in community,” she said.
On Monday, the Maryland state government launched its Federal Shutdown Loan Program through which government workers who have been ordered to continue working but are not getting paid because of the shutdown can receive a one-time no-interest $700 loan.
“At a time when the federal government is stepping back from its most basic obligations, Maryland is stepping up to protect our people,” said Gov. Wes Moore in a statement. “The emergency support we announce today will keep public servants afloat as we enter a second week of this shutdown.”
Other resources for feds during the shutdown include:
- If the shutdown lasts past pay day for government workers, the Federal Employee Education and Assistance Fund will offer shutdown assistance grants that historically have been $100.
- The nonprofit Partnership for Public Service has also compiled resources for federal employees during the shutdown.
- Some states and localities have put together resources for their residents who have been furloughed, including the state of Maryland, Prince George’s County, Maryland and Alexandria, Virginia.
While not directly related to the shutdown, Washington, D.C., on Oct. 1 kickstarted the Talent Capital initiative, which includes an artificial intelligence-driven regional job search website and free career coaching for former feds.
“I always want to say this to our [federal] workers: all you did was go to work every day and do what you were supposed to do,” said D.C. Mayor Muriel Bowser at the initiative’s launch. “None of this is your fault.”
