
Residential Rental Inspections Program

The program is crucial for preventing property deterioration and unsafe living conditions, preserving neighborhood integrity, and ensuring safe, and habitable environments.
Process: If your property is located within a designated inspection district, is due for an initial or re-inspection then you are required to register your property and complete the inspection requirements outlined below.
1. Online Form Submission:
- Register at our APEX self-service portal: APEX Self Service
- Along with your RRI Application, please submit a copy of your current elevator(s) certificate if applicable, pest control contract (s), and consent forms.
2. Invoice and Payment:
- Upon submitting your application, you will receive an invoice number. Use this number to complete your payment online via our payment portal.
3. Inspection Scheduling:
- Following confirmation of your payment, our team will contact you to schedule the inspection. For multi-family properties with more than 10 dwelling units, the building department will inspect 10% of the dwelling units.
Fee Breakdown:

Please note that if the code official finds violation of the building code that affect the safe, decent, and sanitary living conditions of tenants, the code official may inspect as many units as reasonably necessary. In such case the inspection fee is $100 per unit and there is no cap on fees.
Certification information
The Property Maintenance Inspector(s) will carry out the inspection. If the initial inspection reveals no disqualifying code violations, a Certificate of Compliance will be issued, valid for four years. Subsequent inspections during this period will only occur in response to a complaint. Any violations found during the four-year period may lead to the revocation of the Certificate.
If violations are found that do not immediately impact the safe, decent, and sanitary living conditions but still fail to meet the minimum requirements for a full Certificate of Compliance, a Temporary Certificate of Compliance will be issued for one year.
Preparing for Inspection:
o A property owner, manager, or authorized representative must be present during the inspection.
o The property owner, manager, or representative must inform the tenant of the upcoming inspection in accordance with the terms outlined in the lease agreement, and ensure the unit is available for inspection. This program does not override any rights or obligations stated in the tenant-landlord agreement.
o Inspectors will respect tenant privacy and property; they will not handle personal items, nor will they open drawers, cabinets, or move furnishings.
o Inspections will not be conducted in units that are reported to have bedbugs.
o Please ensure that all pets are securely contained during the inspection.
