Sarah Bagley was first elected to City Council in 2021, and reelected in 2024. 

Originally from Virginia Beach, Virginia, Vice Mayor Bagley has been actively involved with local voter engagement and activism work since relocating to Alexandria. Sarah leads a non-profit that provides supportive services to residents living in affordable housing communities around the country.

Prior to her election, Sarah was active with the Alexandria Democratic Committee and sending postcards to voters, as a project focused on engaging people locally, regionally and nationally in the electoral process. She also served for several years as the Event Lead for the local group of Moms Demand Action for Gun Sense in America. Through this work, she advocated at the state, local and federal levels for measures aimed at reducing gun violence and raising awareness about gun safety.

An avid bike rider and public transit customer, Sarah will advocate for transit-related programs, safer streets for all, and environmentally sustainable solutions for residents, workers, business owners and visitors to Alexandria. Building on her professional experience in affordable housing communities, she will advocate for the vital role of safe, well-maintained and affordable housing plans in our community. Sarah is excited to serve on the City Naming Committee; Eco-City Alexandria Environmental Action Plan Steering Committee; Alexandria Campaign on Adolescent Pregnancy, Child, Youth and Families Collaborative Commission; Waterfront Commission; Council of Governments: Climate, Energy and Environmental Policy Committee; Northern Virginia Transportation Commission; and Virginia Railway Express (VRE) Board of Directors. 

Sarah is a graduate of The College of William and Mary and received a Juris Doctor from The Catholic University Columbus School of Law. She resides in Old Town Alexandria with her dog Buster who she adopted from the Animal Welfare League of Alexandria.
