Response:
The FY 2026 – 2035 Capital Improvement Program (CIP) includes targeted funding increases for critical City capital needs, which are summarized on page 2.09 of the CIP Overview in the Proposed document. These increases were entirely offset by reductions, reprioritizations, and one-time funding sources described on page 2.10 of the CIP Overview in the Proposed document. The overall level of general-fund supported borrowing or cash capital funding included in the Approved FY 2025 – FY 2034 CIP were not exceeded.
A portion of the reductions proposed fully eliminated funding in the 10-year window of the CIP for a few projects. If all funding was eliminated, the project pages were removed from the document.
