Environmental Assessments

  • Phase 1 Environmental Site Assessment (Roux Associates, February 2022)
    • Due to the site’s history, and findings from a Preliminary Archaeological Assessment, the City commissioned a preliminary Phase I Environmental Site Assessment (ESA) to determine if additional site investigations and analysis were warranted and to scope any such work as appropriate. The City followed best practices for desktop research and document reviews to summarize findings and provide recommendations for next steps which included a preliminary Phase II ESA.
  • Phase 2 Environmental Site Assessment (Roux Associates, July 2022)

    • Based on the findings of the Phase I ESA, the project team commissioned a preliminary Phase II ESA to identify potential project risks and environmental contamination. The resulting Phase II ESA documents the presence of contaminants likely attributed to historical fill and historical industrial uses of the site and the adjacent land.  The concentrations of compounds observed in the soil, groundwater, sediment, and surface water samples indicate several project areas have contaminants that will require proper management during construction to mitigate potential impacts to the community, workers, and wildlife during subsurface disturbance if impacted by construction. The report also contains recommendations for additional testing, material characterization, and hazard mitigation plans (to be performed or prepared by the Progressive Design-Build (PDB) team).

      The Phase II ESA will be used by the City and Owner-Advisor to develop the PDB team’s scope of work and to begin the process of identifying and managing risks during further planning, NEPA, and PDB contract negotiations. The PDB team will review all technical resources, including the Phase I and II ESAs, and scope additional site investigations as needed, based on further design refinement and potential approaches to construction. The City fully anticipates the PDB team will conduct additional site investigations and risk assessments as necessary for further design development, scoping, and alternatives evaluation. 

      Collectively the investigations and analysis will determine the necessary measures to avoid or otherwise mitigate risk for workers, aquatic life/benthic organisms, and the surrounding community, and set requirements to ensure proper characterization and disposal of excess sediments generated during construction. The PDB team will develop an Environmental Management Plan and Environmental Health and Safety Plan to identify and avoid or otherwise mitigate any potential health risks. City staff will mandate that appropriate safety, environmental protection, and mitigation practices are followed in the design and construction of any improvements to the Waterfront.
