Mt. Vernon culvert project map

The Mount Vernon Dual Corrugated Metal Pipe (CMP) Culvert Improvement project aims to mitigate localized flooding by upgrading the storm sewer system in the vicinity of Mount Vernon Avenue, Edison Street, and W. Reed Avenue (as shown in the project vicinity map above). The main work includes the improvement of the CMP pipes, improving flow through the pipes, and relocating storm drain inlets. Other work may include shifting the storm sewers coming from Mount Vernon Avenue to a more suitable position between two buildings between Mount Vernon Avenue and Edison Street.

• Funding Source: 50% Virginia Community Flood Preparedness Fund (CFPF) and 50% City funding

Background

The City of Alexandria is experiencing more frequent and severe flash flooding from extreme precipitation events that have occurred more frequently in the last few years. These flash flood events damage residential and commercial properties, impact critical assets, and cause day-to-day disruptions and economic losses. The City is implementing resilient stormwater system upgrades informed by the City of Alexandria Storm Sewer Capacity Analysis (CASSCA) and neighborhood investigations, as well as making spot improvements to high-priority flood risk areas, along with accelerated frequent operations and maintenance under the Flood Action Alexandria program.

Project Stages

Investigation

This neighborhood in the vicinity of Edison Street and West Reed Avenue, located off Mount Vernon Avenue, experienced significant flooding from heavy storms that took place between 2019 and 2020. The City conducted neighborhood investigations, engineering assessments, and analysis of the storm sewer network in this area beginning in early 2021. The Mount Vernon Dual CMP Culvert project was identified as a spot improvement project under the Flood Action Alexandria program.

The Flood Action Alexandria team conducted field investigations in May 2023. A topographical survey and geotechnical investigations were completed in June 2023.

Design procurement

AECOM was selected as the project’s design consultant and tasked with developing an efficient, effective, and constructible design.

The consultant will design a solution to reduce flooding, to the maximum extent practical, between Mount Vernon Avenue and the outfall east of Edison Street.

Design

Design stages

The design consultant is modeling and analyzing two alternatives to improve the conveyance of stormwater. The 30% construction plans are anticipated by mid-August 2023.

News and Public Announcements

Project notices

  • May 23, 2023: The first notice was sent to nearby residents of the project regarding the project survey and geotechnical investigation
  • September 23, 2024: Survey crews are scheduled to perform an onsite assessment of City stormwater infrastructure. Notices will be sent to residents prior to the start of onsite work.. 

Community meetings

• June 24, 2023: The project team presented the project to the Hume Spring Civic Association.

• October 19, 2023: Upcoming public meeting.
