Project Description
Under the Old Town Combined Sewer Condition Assessment Project, two sanitary sewers at King and Strand were found to be in poor condition, which require them to be replaced. If they are not replaced, there is the potential for the sewer to collapse leading to sanitary sewer backups and sanitary sewage being discharged into the environment.
This project will replace a total of 110 feet of sewers, consisting of an existing 90 foot 8 inch sanitary sewer and a 20 foot 8 inch pipe in the 100 block of Strand Street near King Street. As part of the sewer replacement, the pipes will also be upsized to meet the City's design and construction standards.
The project consists of three phases with the planning phase to be completed by fall of 2024. The design and construction phases are anticipated to begin late 2024 and early 2026, respectively.

Planning: $0 (Sewer inspection was completed as part of the Old Town Condition Assessment Project.)
Design: $140,000
Construction (Including CMI and Construction Contingency): $420,000
Funding Breakdown
This project is funded using Sanitary Sewer Enterprise Fund revenues and is programmed in the City's Capital Improvement Program.

Planning Overview
- Condition Assessment – Inspected two sanitary sewer segments at this area using CCTV camera per NASSCO (National Association of Sewer Service Companies) guidelines to document internal structural and operation and maintenance (O&M) conditions.
- Replacement Recommendation – Reviewed inspection reports and photos and it was determined that the two sewer segments at King/Strand were at a risk of failure and were proposed for replacement.
- Cost Estimate – a planning level cost estimate was performed for design and construction services.
