Director, Office of Independent Policing Auditor
Kim Neal became Alexandria, Virginia’s Inaugural Independent Policing Auditor/Director in December 2022. Overall, her key responsibility is to enhance positive police accountability to the community through investigations as well as monitoring and/or mediating administrative investigations, operational reviews and all other law enforcement functions in which policing impacts the community.
Prior to coming to Alexandria, Kim was the Inaugural Independent Police Oversight Monitor/Director for Fort Worth, Texas where she developed a restorative justice mediation program to address community concerns about policing to repair and transform community-police encounters. Preceding Fort Worth, she also served in a similar capacity in Cincinnati, Ohio as the Executive Director of the Citizen Complaint Authority, where Kim oversaw the independent investigations of misconduct allegations against Cincinnati law enforcement. There, she created an interactive program called “Real Talk with CCA” to enhance positive encounters between the youth and law enforcement. Kim is a Washington, DC native who has held senior level positions in law, ethics, policy, investigations, higher education, and privacy and disclosure in the private and public sectors at the federal, state and local levels of government. Kim earned her Bachelor’s Degree in Business Administration from Georgetown University; her Juris Doctorate from University of Baltimore School of Law; and she holds certifications in compliance and ethics as well as civilian oversight of law enforcement. She sits on the Board of Directors for the National Association for Civilian Oversight of Law Enforcement and has been a lifelong volunteer and donor of community and social awareness causes.
Investigative and Policy Analyst
Ameratu Kamara is a native Alexandrian dedicated to public safety, community empowerment, government transparency, and police accountability. She graduated from Alexandria City High School (formerly T.C. Williams) in 2014 and was captain of the Girl’s Track and Field team. She holds a Juris Doctor (J.D.) and Bachelor of Science in Criminal Justice, Forensic Crime Scene Investigation. Ameratu has been an advocate for racial equity, civil rights, prison reform, and criminal justice throughout her academic career with years of experience in litigation, community organizing, re-entry services, and policy analysis. In 2017, she launched Virginia’s first livestream coverage of a Virginia General Assembly meeting to promote accessibility and transparency in state government. In 2020, she teamed up with Rhode Island Secretary of State, Nellie Gorbea, to educate community members on voter suppression and misinformation. At the Maryland Office of the Public Defender Appellate Division, she led research on the Racial Justice Project, developing arguments against police racial profiling and pretextual stops. Recently, Ameratu served as an inaugural member of the Office of the Community Liaison in New York City, where she worked to bring community voices to the forefront of stop-and-frisk reform alongside the Federal Monitor over NYPD. Ameratu has been committed to serving her City of Alexandria community since her first internships with the Alexandria Fire Department, Alexandria Police Department, and Sherrif’s Office in 2013 – 14. She is honored to return to her community to engage with community members and police on public safety issues and provide transparency and accountability for the Alexandria Police Department.
In 2021, Ameratu was honored with the Unsung Hero Award from Roger Williams University School of Law and awarded as Student of the Year by the Sierra Leonian Progressive Union (“SLPU”). She was also recognized for leadership and community service by SLPU.
Management Analyst
Ashley Kollmorgen brings over a decade of experience in banking and financial services, specializing in project management, capital budget administration, and loan processing. Her career highlights include successfully managing large-scale software projects, ensuring robust data integrity, and developing efficient operational strategies.
She is dedicated to maintaining impeccable data quality control and auditing standards, enhancing facility accountability and operational efficiency. Ashley's expertise also encompasses conducting thorough underwriting analyses, ensuring precise management of customer financial information, and navigating complex loan approval processes.
Ashley is eager to bring her extensive skills in operational analysis, regulatory compliance, and performance measurement to the Alexandria Office of the Independent Policing Auditor. She looks forward to contributing to the agency's mission by leveraging her experience to support "fair and equitable policing in the City of Alexandria through the promotion of law enforcement accountability, law enforcement transparency and enhancement of public safety, and ultimately, strengthen trust in the community."
