Following a national search, City Manager James F. Parajon has appointed Aspasia Xypolia to the role of Director of the Office of Housing.

 Xypolia has served as Acting Director of the Office of Housing since May 2026, leading the City’s housing strategy, policy, and investment efforts to expand affordability and advance the goals of Housing 2040. Her work includes housing production, preservation, and finance, as well as negotiations with private development partners to secure affordable housing commitments. She also manages the City’s partnerships across affordable housing initiatives. 

“Aspasia’s extensive experience in affordable housing development and preservation makes her a perfect fit to continue to lead Alexandria’s Office of Housing permanently,” said City Manager James Parajon. “I look forward to continuing to work with her on initiatives to help renters, homeowners, and developers work together to meet our housing goals.”   

Prior to joining Alexandria, Xypolia served as Director of Prince George’s County’s Department of Housing and Community Development, where she led initiatives that created or preserved more than 6,340 housing units in under five years, deployed more than $122 million in emergency rental assistance, and revived a dormant Right of First Refusal law that preserved more than 2,260 units of naturally occurring affordable housing.  

Xypolia’s approach to housing is grounded in translating Housing 2040’s values into measurable strategies and partnerships. Xypolia holds a Master’s in City Planning from MIT and a Master’s in Landscape Architecture from Louisiana State University. She currently serves on Virginia Housing’s Northern Virginia Advisory Council.
