The Partnership ensures the planning, coordination and implementation of an effective and efficient system-wide response to homelessness within the City of Alexandria; promotes community-wide planning and commitment to the goal of ending homelessness; coordinates funding for efforts to rapidly rehouse homeless individuals and families; promotes access to and strategic use of mainstream resources; optimizes self-sufficiency among persons experiencing homelessness; and analyzes community performance through data collection. The Partnership oversees and coordinates the delivery of prevention and homeless services, and the implementation of the Strategic Plan to Prevent and End Homelessness in the City of Alexandria, Virginia.
The Partnership to Prevent and End Homelessness in the City of Alexandria 2026 Continuum of Care (CoC) Competition
The Partnership to Prevent and End Homelessness in the City of Alexandria is a broad and diverse group of homeless service providers, local government agencies, and community stakeholders working together to make homelessness rare and brief in the City. As the area’s Continuum of Care (CoC), the Partnership is responsible for promoting a systematic approach towards local homeless assistance, including prioritizing state and federal funding for programs that most effectively address the community’s needs.
The Partnership is pleased to announce that the competition to apply federal homeless assistance funding from the Department of Housing and Urban Development (HUD) has opened. Organizations interested in participating in the FY26 CoC Competition should review all competition materials below.
There is an opportunity to apply for new and reallocated funding in the FY26 CoC Competition. Organizations within and outside the CoC are equally encouraged to apply, and renewing grantees in the City are permitted to expand current HUD programs with the FY26 bonus opportunity. Those interested in applying for bonus or reallocated funding must complete the applicable “FY26 Notice of Intent” and submit it to Stefan Caine at stefan.caine@alexandriava.gov no later than 5 p.m. on Thursday, July 30. New and renewal applicants must demonstrate that projects are consistent with the local Consolidated plan, adequately address the community’s need, and align with priorities outlined in the FY26 NOFO. Project applications must be submitted to HUD through a collaborative application process that requires coordination with the CoC Lead Agency, the Alexandria Dept. of Community and Human Services.
New and renewal programs must be ranked in tiers using standard and objective scores produced by Notice of Intent to apply documents. Proposed expansions must be ranked individually. To inform the project ranks on HUD-CoC Programs, the Priorities Committee will utilize submitted 2026 Notices of Intent, and the Gaps & Needs Committee’s FY26 Community Needs Assessment.

The Annual Point-In-Time Count of Homeless Persons
The Point-in-Time (PIT) count is a count of sheltered and unsheltered homeless persons on a single night in January. The U.S. Department of Housing and Urban Development requires that Continuums of Care conduct an annual count of homeless persons who are sheltered in emergency shelter, transitional housing and Safe Havens on a single night. Continuums of Care also must conduct a count of unsheltered homeless persons every other year (odd numbered years). Each count is planned, coordinated and carried out locally, and provides a snapshot of homelessness on a single night within each community. The Partnership conducts both the sheltered and unsheltered count annually in the City of Alexandria.
Also conducted is the Housing Inventory Count (HIC), a point-in-time inventory of provider programs within a Continuum of Care that provide beds and units dedicated to serve persons experiencing homelessness, categorized by five Program Types: Emergency Shelter; Transitional Housing; Rapid Re-housing; Safe Haven and Permanent Supportive Housing.
