Operations manages the Department’s budget, maintains all facilities to ensure execution of essential operations, and supports the human resources and information technology needs of the employees in DCHS.
The Operations Teams successfully executed the move of six DCHS service locations into the new 4850 Mark Center Drive (MCD) site. The location, named the Redella S. “Del” Pepper Community Resource Center, provides a single site for health and human services, increase operational efficiencies and service integration, and supports outreach and access for clients and community partners.
The Finance Unit provided in-person services on-site throughout the year to ensure that residents could obtain food for their families through the Supplemental Nutrition Assistance Program, for which Finance issued electronic benefit transfer cards. These services continued at the new MCD location while the staged moves were underway. Additionally, the Finance Unit ensured payment to foster care families and contractors who support the work of the Department. Finance managed the approved multi-sourced budget of $104 million and the Federal CARES Act funding for DCHS and administered the budget to fund DCHS and partner support services for City residents.
The Facilities Unit collaborated with the Department of General Services (DGS) on the phased approach for the six DCHS employee site moves into the new single MCD location. This unit provided packing, staging, and material obtainment and dismantle instructions to employees for compliance with DGS move schedules. The Facilities Unit identified furniture to keep, dispose, and move to the new building in addition to cleaning the six former building sites to honor lease requirements. The Unit transitioned to a new facilities management system, “Breeze,” which allows residential clients to make online payments for Bellefonte Apartments. Facilities continued providing building improvements such as HVAC system replacements, roof repairs and overall maintenance and management to residential units that provide housing for clients.
The Human Resources Unit implemented process changes to better ensure pay equity when determining salary offers. These changes place greater emphasis on the talents and experience each candidate brings and reduce the unconscious biases that demographic information such as gender or race may contribute to decisions about pay.
The Tech Support unit inventoried and tested IT equipment from the six former employee building spaces for proper transfer of equipment for more than 500 employees to the new single MCD site. As a result of that process, this unit clearly identified any additional needed equipment and executed the surplus of items that were no longer usable. The unit deployed and received various IT equipment and software and re-established network systems that facilitated continued service delivery to clients.
