Question: What are the next steps in expanding the BikeShare program (especially in the West End) and what is the funding needed? Councilman Chapman

Response:

The City is currently prioritizing maintaining and improving the existing bikeshare system. FY 2026 funding is being used to replace stations originally installed in 2016, ensuring the system remains reliable and up to date. This effort also includes the purchase of new bikes as part of the replacement program.

Following completion of this work, the City will initiate a new VDOT-funded project in FY2027, supported by federal funds, to expand the system by approximately 9–10 additional stations by FY2028. Based on community input and system spacing needs, the City has identified several potential locations in the West End and will continue to evaluate additional opportunities as part of this effort.

In addition to City-led expansion, new bikeshare stations are also being incorporated through the development process. Several stations are anticipated as part of upcoming projects, including the West End site, with developer contributions supporting both station installation and ongoing operations and maintenance.

Looking ahead, the CIP includes approximately $1 million in FY 2032 funding that can be used flexibly for either system expansion or future replacement needs, allowing the City to continue growing and maintaining the system over time.
