Budget Question #061: Capital Improvement Program (Page 9.12): Can you provide information on how the proposed funding will provide for the replacement of the existing capacity for youth and adult sports provided by the fields that will be temporarily displaced at Minnie Howard? (Mayor Wilson)

Response: The addition of athletic field lighting on synthetic turf provides for up to approximately 1,100 additional hours of use per field annually. Pending Special Use Permit approval, the installation of lighting at two of the following fields will provide up to 2,200 hours of additional use in FY 2023: Francis Hammond Middle School; Jefferson Houston K-8 School; or George Washington Middle School. Approximately 1,383 hours of Alexandria City Public Schools (ACPS) and community use will be displaced from spring 2022 through spring 2025 due to the Minnie Howard project.

In addition to the closure of the Alexandria City High School Minnie Howard campus, more than 10 athletic complexes through calendar year 2025 will be offline for anywhere between two months to up to three years for life cycle maintenance, ACPS modernization projects, and RPCA park renovation projects. The addition of athletic field lighting at existing fields provides additional capacity in a timely manner without decommissioning the field for extended periods of time.
