Budget Question # 53: Is our Housing Rehabilitation program limited by the number of projects it can take on in a given year by its budget? More specifically, are there more residents seeking admission to the program than we are currently able to support? If so, what additional funding would be required to meet the typical applicant needs? (Councilwoman Bagley)

Response: 

There is no waitlist for the Housing Rehabilitation program currently. COVID-19 has caused delays and cancelations of some scheduled projects, but before the pandemic the program served 8-10 households per year within the fiscal year budget allocation of federal CDBG funds and revolving funds generated through home rehabilitation loan repayments. The Office of Housing monitors use of CDBG based on federal spend down deadlines and has reallocated funds from Home Rehabilitation occasionally to other eligible uses, without limiting the number of households served by the program. Some of the other uses of CDBG have been emergency repair or replacement grants and loans, energy efficiency improvements, multifamily rehabilitation projects, and homeownership, including the local Alexandria Neighborhood Stabilization Program.
