The 10-year Stormwater Management section of the CIP is 99.96% funded by Stormwater Utility Funds (SWU), either in the form of SWU backed bonds, or direct application of the fee. The only non-SWU funding in this section for Fiscal Years 2023 - 2032 is a $115,200 Community Flood Preparedness Fund (CFPF) State grant for the Large Capacity projects at Commonwealth Avenue and East Glebe, and Ashby Street and Glebe Road project. The City has been awarded and is in the process of executing the grant agreement for a second CFPF grant of $516,000. The grant will be for the early phase of the “Edison and Dale” project that will accelerate the overall work for the corresponding Large Capacity Project “Edison and Dale”, included in the FY 2026 funding schedule.
When looking at prior year funding sources for the projects included in the Stormwater Management section of the CIP, they have historically been funded by 68% SWU, 17% City Unrestricted funding (Cash backed bonds and Cash), and 15% Non-City sources. Non-City sources have included $5.75 million in American Rescue Plan Act (ARPA) funding, $1.3 million in Private Capital Contributions and $5.6 million in State/Federal Grant funding. The City continues to pursue non-City sources of revenue to accelerate delivery of projects and offset local SWU funding needs.
Attachment 1 included here is a list of stormwater projects included in the FY 2023 – 2032 Proposed CIP, with their funding sources broken out. This list includes details on the funding appropriated to each project in prior Approved CIPs, in the “Prior Appropriations” column.
Known project completion dates between 2022 and 2023 are included in the table below. Due to the possibility of utility conflicts and other unforeseen circumstances, construction start and completion dates are subject to change. The schedule was prepared based on priorities communicated by the Ad Hoc Stormwater Utility and Flood Mitigation Advisory Group, as well as citizens, and by considering logical sequencing, complexity, and duration of projects.
