Update for the 2014 Retiree Open Enrollment
The 2014 Retiree Open Enrollment Guide for Medicare Eligible Retirees and Spouses has been mailed. If you did not receive a copy of the guide in the mail, a copy can be viewed at the link below. Also, if you are not yet age 65, but are Medicare-eligible, you may be eligible to participate in the City’s Retiree Open Enrollment Period which ends on December 7, 2013 and may be able to enroll in a City-sponsored Medicare health insurance plan. 2014 Retiree Open Enrollment for Medicare Eligible Retirees and Spouses (Age 65 and Older) November 8 - December 7, 2013
As a City of Alexandria Medicare-eligible retiree you and your eligible dependents may have an opportunity during this Open Enrollment to reduce your health care costs and expand your coverage.
Here are important changes to the City's Retiree Health Care Program you should know about.
- The City has added a new UnitedHealthCare (UHC) Medicare Advantage Plan for retirees and their spouses who are Medicare eligible.
- After January 1, 2014, the only City-sponsored plans reitrees/spouses who are Medicare eligible will be permitted to enroll in are the Kaiser Medicare Plus plan and the UHC Medicare Advantage Plan (PPO). Retirees may not remain enrolled in the Kaiser or UHC "Employee Plans" after they become Medicare eligible.
- Retirees and their spouses who are Medicare eligible and who are now enrolled in the UHC "Employee Plans" will be moved automatically to the UHC Medicare Advantage Plan for January 1, 2014.
- If you previously opted out of the City-sponsored plans for the reimbursement plan, you may now reenter either the Kaiser Medicare Plan or UHC Medicare Advantage Plans during Open Enrollment.
- Retiree/spouses who become Medicare eligible by March 1, 2014 may enroll in either plan now with coverage beginning on January 1, 2014 or the first day of the month following their eligibility for Medicare, whichever is later.

Update on Kaiser Health Insurance Billing Errors
The Human Resources Department is aware that some retirees currently enrolled in the Kaiser Deductible HMO plan have been experiencing health insurance billing errors. The Benefits Team has been actively working with Kaiser Permanente (KP) to identify and resolve these errors. Here’s an update for Kaiser members.
Most Kaiser billing errors have occurred due to a failure to properly configure the new deductibles and copays that became effective on July 1. Kaiser has apologized to the City for these errors, and is working to correct them as soon as possible. Kaiser has asked the City to provide the following information to Kaiser members:
- Explanations of Benefits (EOBs) may be incorrect even if later bills are correct. Therefore, please do not call Kaiser Member Services regarding billing issues from EOBs; please wait to see if the bill is incorrect first. (Feel free to call Kaiser Member Services to discuss non-billing issues on EOBs.)
- If a bill is incorrect, please call Kaiser Member Services at the number on your card. It may take up to 30 days for a corrected bill to be issued, during which time your account will be placed on a billing hold. During the hold, you will not be expected to pay and your account will not be forwarded for collections.
- Do not pay a copay until after your deductible is met. If you receive a bill for more than your deductible balance, please call Kaiser Member Services.
- Some billing errors resulted in payments for preventive services that should have been free to the member. If such a case is identified, you will receive a refund.
- Preventive care means that services were not provided to address a known medical issue or injury. If a diagnostic procedure is performed during a preventive care visit, it will no longer be considered preventive care and a bill will be issued. If you have questions about whether or not a procedure is preventive, please discuss it with your provider and/or with Kaiser Member Services.
Important Announcement for Kaiser Permanente Members
Kaiser Permanente recently mailed an erroneous letter with new identification cards to all City employees enrolled in their health insurance program. The letter is dated March 2006 and describes plan deductibles, copays, and coinsurance that do not match the City's new plan that became effective July 1. Additionally, the member services phone number on the back of the identification cards is incorrect. The Department of Human Resources has already contacted Kaiser Permanente about the problem and will provide an update to all employees as soon as the issue is resolved. RETIREE HEALTH INSURANCE
The health insurance reimbursement program is available to all eligible City retirees who participate in outside health insurance plans as well as those who participate in City-sponsored health insurance plans. The purpose of the reimbursement program is to help defray the steadily rising cost of health insurance for those retirees who are not participating in a City-sponsored health insurance program. The City reserves the right to amend or terminate any provision of this program.
Retired full-time employees receiving lifetime monthly benefits from a primary City-sponsored retirement plan who were enrolled in a City health insurance plan at the time of retirement are eligible for the program. Retired police officers and firefighters participating in the defined contribution retirement income plan must have at least 20 years of City Service to be eligible. If you have any questions concerning the amount of the monthly reimbursement and how to elect participation please contact the City's Human Resources Department.
