The Alexandria City Manager is appointed by the City Council to be the chief administrative officer of the City. The City Manager carries out the policy directives of the City Council and manages the daily operations of City government. The City Manager oversees the preparation of the annual operating and capital budgets, an annual report and other such periodic financial and administrative reports as may be required for submission to the City Council. The City Manager appoints all heads of departments and employees of the City, except those in elected, judicial and school positions.
The City Manager's administrative staff oversees the preparation and review of all City Council docket items, requests, and Council Retreat materials. The administrative staff also serves as a liaison with City departments and with other governmental entities receiving funding from the City, but not reporting to the City Manager, and generally administers the City government.
City Manager Rashad M. Young
On October 24, 2011, the Alexandria City Council appointed Rashad Young as City Manager, replacing former City Manager James K. Hartmann, who resigned from the position in May 2011.
Prior to joining the City of Alexandria, Young served as the city manager in Greensboro, NC, city manager in Dayton, Ohio, and as assistant city manager in Cincinnati. He is a member of the executive board of the Urban Libraries Council, the International City/County Management Association and the National Forum for Black Public Administrators.

Significant Accomplishments
- Provide oversight and management to 20 departments and more than 2,800 employees within the City of Greensboro
- Develop and maintain City of Greensboro’s annual budget, which totals more than $438 million
- Initiated restructuring and reorganizing of City of Greensboro’s departments and divisions to promote efficiency and improved service delivery
- Initiated strategic approach to City of Greensboro resource allocation recommendations and service delivery responsibilities through a performance management framework called MAP (management, accountability, performance)
