CENTRAL BUSINESS DISTRICT Within the Central Business District (CBD), parking and loading areas are not required for the following uses when located on a parcel or contiguous parcels of land of 10,000 square feet or less which existed on or before 6-28-83: - automobile service stations

- non-retail uses (including personal service establishments)

Restaurants in the CBD located within the area of the Old Town Small Area Plan are subject to the "Old Town Restaurant Policy" (Council Resolution #1672). Restaurants in the CBD not located within this area are currently exempt from required parking, however, special use permit approval for a restaurant in this area may require the provision of adequate off-street parking. Valet parking to an off-street parking facility is permitted in the CBD with special use permit approval. (2) COMPACT CAR SPACES Non-retail uses requiring ten or more off-street parking spaces may provide up to 75 percent of such parking as compact car parking spaces. Retail uses requiring two or more off-street parking spaces may provide up to 30 percent of such parking as compact car parking spaces. See Sec. 8-200(E) of the Zoning Ordinance for additional details involving compact car parking.
(3) SURFACE TREATMENT, DRAINAGE AND MAINTENANCE Driveways and parking spaces shall be smoothly graded, adequately drained and constructed with suitable subgrade, base and surfacing to be durable under the use and maintenance contemplated. Any grade transitions shall be designed and constructed to prevent undercarriage and bumper guards from scraping the pavement surface. Such parking facilities shall be property maintained and aisles shall remain open and free for traffic flow.
(4) STRIPING OF SPACES Each parking space shall be separated with proper striping, or other designation approved by the Department of Planning and Community Development.
(5) ACCESS Means of ingress and egress shall be constructed in accordance with prevailing City standards and remain unobstructed at all times. Such facilities shall be constructed so that no part of parked vehicles will extend beyond the parking space so as to obstruct walkways, sidewalks, streets and alleys. See Section 8-200(A)(5) of the Zoning Ordinance regarding restrictions involving access to all parking.
