Board & Commission Vacancies

The Alexandria City Council is seeking applicants to fill the following vacancies on City of Alexandria boards, commissions and committees. Council will act on these vacancies at the May 13, 2014, City Council meeting. All applicants must complete a Personal Data Record Form and return it to the City Clerk’s Office or file the form electronically via the City’s website http://www.alexandriava.gov/Boards no later than 5:00 p.m. on May 2, 2014. Applications received after this deadline will not be forwarded to City Council. Applicants may only submit an application to one committee at a time.

Affordable Housing Advisory Committee – three vacancies:  one representative of a civic association in the City, due to an administrative action; one residential tenant in the City, due to a resignation; and one vacancy for a representative of an employer in the City who employs at least 100 employees, due to a resignation. The Committee, whose members also serve on the Housing Master Plan Advisory Group, meets on the first Thursday of each month at 7:00 p.m. for Housing Master Plan business. Separate Affordable Housing Advisory Committee meetings will be held at 6:30 the same evening on an as-needed basis. In the event Committee business is expected to take longer than 30 minutes, a special meeting will be held on an alternate date convenient to the majority of members. Approximately four to five hours per month are required of Committee members.

Alexandria ASAP (Alcohol Safety Action Program) Board – two vacancies:  one vacancy for an attorney representative, due to an expiring term; and one vacancy for a substance abuse treatment center representative, due to an expired term. The Board meets quarterly on the third Tuesday of the month at 4:00 p.m.

Alexandria Gang Task Force – four vacancies: one representative of the Alexandria business community, due to an administrative action; one member representing the youth of the City, due to an administrative action; one member from a community organization with specific outreach to the Latino community, due to an expired term; and one vacancy for a member from and representing the faith based community, due to an administrative action. The Task Force meets quarterly during the weekday evening. Approximately two hours per meeting are required of Task Force members.

Alexandria-Gyumri Sister City Committee – eight vacancies for citizen members, two due to expiring terms; one due to an expiring term, two due to expired terms and three due to resignations. The committee meets at 7:30 p.m. on the fourth Tuesday of the month.  Approximately three hours per month are required of Committee members.

Alexandria Transportation Commission – one vacancy for a citizen who possesses qualifications in land use, transportation and/or municipal finance, who lives west of Quaker Lane, due to an expiring term.  The Commission meets at 7:30 p.m. on the first Wednesday of each month.  Approximately two hours per month are required of commission members. 

Board of Architectural Review – Parker-Gray District – one vacancy for an architect representative, due to an expiring term.  The Board meets on the fourth Wednesdays of the month at 7:30 p.m. (except in August when they are on recess.)  Approximately five hours per month are required of Board members. 

Children, Youth and Families Collaborative Commission – one vacancy for a member who shall be a high school student, due to an expired term.  The Commission meets on the second Wednesday of each month.  Approximately eight hours per month are required of commission members. 

Citizen Corps Council – one vacancy for a representative from the Alexandria Chapter of the American Red Cross, due to a resignation. The Council meets on the fourth Monday of the month at 7:00 p.m. Approximately four hours per month are required of Council members.

Commission for Women – two vacancies for citizen members, due to expiring terms.  The Commission meets on the second Tuesday of the month at 7:30 p.m.  Approximately eight hours per month are required of Commission members. 

Commission on Aging – three vacancies: two citizen members who are 60 years of age or older due to resignations; and one citizen member, due to a resignation. The Commission meets on the second Thursday of the month at 4:00 p.m.  Approximately six hours per month are required of Commission members. Commissioners are required to become involved in at least one committee. 

Commission on Employment – four vacancies:  one business representative from among recognized area businesses including minority-owned and small businesses, due to an expired term; and three for representatives from such organizations as educational agencies, organized labor, rehabilitation agencies, community-based organizations, economic development agencies and the public employment services, due to resignations. The Commission meets on the second Tuesday of the month at 8:00 a.m.  Approximately five hours per month are required of Commission members.

Commission on HIV/AIDS – nine vacancies: one member who is a practicing physician, due to a resignation; one Alexandria Gay and Lesbian Community Association representative, due to a resignation; one student who currently attends high school in the City of Alexandria, due to an expired term; one representative of the Northern Virginia AIDS Ministry, due to an expired term; one representative from the Human Rights Commission, due to a resignation; one representative of Inova Alexandria Hospital Department of Pastoral Services due to a resignation; one Alexandria chapter of the American Red Cross representative, due to an administrative action; and one member from and representing the City of Alexandria Public Schools due to an expired term. The Commission meets on the third Monday of the month at 7:00 p.m.  Approximately three hours per month are required of Commission members.

Commission on Information Technology – three vacancies: one T.C. Williams High School student, recommended by the faculty (this is a newly created position); one representative of an institution of higher education located in Northern Virginia, due to an expired term; and one representative from the Budget and Fiscal Affairs Advisory Committee, due to a resignation; The Commission meets on the second Monday of every month.  Approximately two hours per meeting are required of Commission members.

Commission on Persons with Disabilities  - one vacancy for a representative of the business community, appointed by the Alexandria Chamber of Commerce, due to a resignation. The Commission meets at 7:00 p.m. on the second Wednesday of every month.  Approximately six to ten hours a month are required of Commission members.

Community Criminal Justice Board – three vacancies:  two citizen members due to an expired terms; and one vacancy for a representative of the business community recommended by the Alexandria Chamber of Commerce, due to an expired term. The Board meets quarterly on the first Thursday of the month at 4:00 p.m.  Approximately two hours per month are required of Board members. 

Community Policy and Management Team – one vacancy for a representative of a private organization or association of providers of children’s or family services which provides such services within the City on a continuing and consistent basis, due to a resignation. The Team meets on the third Wednesday of the month at 3:00 p.m.  Approximately two hours per month are required of Team members.

Community Services Board – two vacancies: one vacancy for a licensed physician representative, due to a resignation; and one vacancy for a consumer (current or former direct recipient of public or private mental health, intellectual disability, or substance abuse treatment rehabilitation services) or family members (immediate family member or the principal caregiver who is not paid) of consumer, due to an expired term. The Board meets on the first Thursday of each month at 6:30 p.m.  Approximately eight hours per month are required of Board members. 

Convention and Visitors Association Board of Governors – six vacancies, all due to expiring terms and term limits:  one historic preservation representative; one restaurant owner/manager representative; one national or international trade or professional association executive; one hotel owner/manager representative; and two citizen members. The Board meets on the third Monday of the month. Approximately three hours per month are required of Board members. Please note that application must first go through the ACVA Board of Governors who then makes recommendations to City Council.

Economic Development Partnership – The Nominating Committee of the Alexandria Economic Development Partnership (www.AlexEcon.org) is currently reviewing applicants for director positions on the AEDP Board of Directors. The successful applicants will serve a three year term, beginning July 1, 2014.  Candidates must have professional experience in one of the following business sectors: Finance; Real Estate; Major Employer in the City of Alexandria (with more than 250 employees); Advertising/ Public Relations; Land Use/Development; Attorney/Architect/Planner/Engineer; Information Technology; Defense Industry, Retail/Hospitality and Trade or Professional Associations.  Any interested candidates should submit a resume and brief statement explaining their desire to serve to the AEDP by Friday, May 2, 2014.  Resumes and statements can be emailed to Stephanie Landrum, landrum@alexecon.org

Emergency Medical Services Council – six vacancies:  one citizen member, due to a resignation; one representative of the Alexandria Chapter of the Red Cross, due to a resignation; one operational medical director, due to an expiring term; one emergency room physician from Alexandria Hospital, due to an administrative action; one representative of the Alexandria Medical Society who has privileges at Alexandria Hospital, due to an expired term; and one for a representative of the Emergency Nurses Association from Alexandria Hospital due to an expired term. The Council meets quarterly at the call of the chair.

Environmental Policy Commission – four vacancies: three members from the field of environmental sciences (e.g., environmental/sanitary engineering, ecology, geology, botany, hydrology, chemistry) or who have Alexandria waterfront expertise), two due to resignations and one due to an expired term; and one member from the field of urban planning, due to a resignation. The Commission meets for a work session on the first Monday of the month at 7:30 p.m. and a regular meeting on the third Monday of each month at 7:30 p.m. Approximately 15 hours per month are required of commission members. 

George Washington Birthday Celebration Committee – ten vacancies: one member nominated by the First Virginia Regiment of the Continental Line, due to a resignation; one member nominated by the Gadsby’s Tavern Museum Society, due to an expiring term; two business community representatives nominated by the Chamber of Commerce, one due to an expired term and one due to an expiring term; one member nominated by the Veterans of Foreign Wars due to a resignation; one member nominated by the Alexandria Federation of Civic Associations due to a resignation.  The Committee meets on the third Monday of each month at 7:00 p.m.  Approximately three to five hours per month are required of Committee members.

Health Systems Agency of Northern Virginia – one vacancy for a provider member, due to a resignation.  The Board meets on the second Monday of each month at 8:00 p.m.  Approximately four hours per month are required of Commission members. 

Historic Alexandria Resources Commission – five vacancies: one representative from the Alexandria Archaeological Commission, due to an expired term; one citizen representative from Planning District I, due to a resignation; one Alexandria Convention and Visitors Association Board of Governors member, due to a resignation; one business representative, designated by the Alexandria Chamber of Commerce, due to an administrative action; and one Northern Virginia Fine Arts Association representative, due to an administrative action. The Commission meets on the third Tuesday of each month at 7:30 p.m.  The Commission does not meet in the summer.  Approximately two hours per month are required of Commission members.

Historical Restoration and Preservation Commission – one citizen member, due to a resignation.  The Commission meets at the call of the chairperson. 

Human Rights Commission – five vacancies: two citizen members, one due to an expired term and one due to a term limit; one representative from the Economic Opportunities Commission, due to a resignation; one representative of the Commission on Aging, due to a resignation; and one Landlord-Tenant Relations Board representative, due to a resignation.  The Commission meets on the third Tuesday of the month at 7:00 p.m.  Approximately five hours per month are required of Commission members.

Local Emergency Planning Committee – one vacancy for an owner and operator of a facility subject to the federal emergency planning requirements of Superfund Amendments and Reauthorization Act of 1986 (SARA), due to a vacancy created by a term limit. The Committee meets quarterly at the call of the chair.  Approximately two hours per meeting are required of Committee members. 

Park and Recreation Commission – one vacancy for a representative from Planning District I, due to a term limit.  The Commission meets on the third Thursday of the month at 7:00 p.m.  Approximately eight hours per month are required of Commission members. 

Potomac Yard Advisory Committee – two vacancies: one vacancy for a qualified professional skilled in architecture, due to a resignation; and one vacancy for a Potomac East area representative, due to an expired term. The Committee meets at the call of the chair. 

Public Health Advisory Commission - one vacancy for a physician practicing in the City nominated by the Alexandria Medical Society due to a resignation.  The Commission meets on the third Thursday of the month at 5:30 p.m.  Approximately four hours per month are required of Commission members.

Sister Cities Committee – two vacancies for representatives of the Alexandria-Gyumri Sister City Committee due to resignations. The Committee meets on the fourth Monday of each month at 7:30 p.m. and participates in the Christmas Walk and Scottish games.

Social Services Advisory Board – one vacancy for a citizen member, due to an administrative action.  The Board meets on the third Monday of each month at 7:00 p.m.  Approximately six hours per month are required of Commission members.

Torpedo Factory Art Center Board – one vacancy for a representative of the Commission for the Arts, due to a resignation.  The Board meets on the third Thursday of each month at 5:30 p.m.  Approximately 8-10 hours per month are required of board members. 

Urban Design Advisory Committee – one vacancy for a representative of the Old Town North business community, due to an expired term. 

USS Alexandria Liaison Committee – four vacancies: one representative from the Alexandria Federation of Civic Associations, due to an expired term; one citizen member, due to an expired term; one representative of the U.S. Navy League, due to an expired term; and one representative of the Alexandria Chamber of Commerce, due to an expired term.  The Committee meets as needed. 

Waterfront Commission – four vacancies:  one citizen representative from Park Planning District II, due to an expiring term; one citizen representative from Park Planning District III, due to an expiring term; one representative from the Historic Alexandria Foundation, due to an expiring term; and one representative from the Planning Commission, due to an expiring term.  The Committee meets on the third Tuesday of the month at 7:30 a.m.  Approximately five hours per month are required of Committee members.

Applicants may only submit an application to one committee at a time.
Please note that the term “expiring term” means the position vacancy is due to a term of an incumbent that is about to expire, and the incumbent may or may not reapply for the position.
All applicants must comply with City Ordinance No. 2452, which states that no appointee shall reside outside of the City of Alexandria unless a residency waiver is granted, and City Ordinance No. 2641, which states that City employees may not apply for vacancies on boards, committee or commissions that relate to the responsibilities of the department in which they are employed.
