The Union Street Corridor Study: Short and midterm recommendations are underway. No left turn restrictions were approved by the City’s Traffic and Parking Board as part of a pilot project and has begun implementation. Staff collected existing traffic volumes and will collect future traffic volumes after a few months of implementation to analyze results of how traffic diverts as a result of this pilot project.
A bike corral has been installed on the south side of the unit block of King Street on April 4th. This installation begins the process of helping to pedestrianize the unit block of King Street. Additionally, bike sharrows have been marked on Queen Street. Additional short and midterm recommendations are scheduled pending approval of the FY2014 budget.
On December 15, 2012, the City Council approved the short term recommendations in the Union Street Corridor Study and gave guidance to staff on the long term recommendation. The next steps are to begin planning for the implementation of the Study’s short term recommendations outlined on pages 12-18 of Chapter 5.
Windmill Hill Safety Fence: Installation of the nautical post and rope safety fence has been completed at Windmill Hill Park. The fence around the Windmill Hill Bulkhead is provided as a safety measures to be combined with appropriate signage to warn the public about the bulkhead. Council has requested that City staff expedite the Windmill Hill Park bulkhead question in terms of funding, giving staff direction for preparing for the Capital Improvement Plan deliberations for the next year. In regards to Council action #2, recommendations contained in a Staff Memorandum dated December 16, 2012 were subsequently included in the FY2014-2023 Captial Improvement Program on page 9-22 (Windmill Hill Park Improvements) of the City Manager's Proposed Budget for FY 2014..
Flood Mitigation: In December 2012, T&ES announced selection of URS Corporation to undertake the flood mitigation engineering and design project for the waterfront. URS Corporation is currently in the process of undertaking a survey of existing conditions; the survey results should be available in mid-to-late spring 2013. They will be utilized to facilitate the work of both the flood mitigation design team and, once onboard in late spring, the landscape architectural design team. The Waterfront Plan is a 20-30 year vision for the City’s waterfront vicinity, from Daingerfield Island in the north to Jones Point in the south. The Plan was approved by City Council in January 2012. The Plan provides a framework for revitalizing Alexandria’s waterfront through several means, including: incorporating Alexandria’s history as a foundation for planning and design, expanding and enhancing public open spaces, improving public access and connectivity, promoting the waterfront as an arts and cultural destination, and ensuring compatible development.
Three redevelopment sites are highlighted in the planning area, those being Robinson Terminal North and South, as well as the Cummings-Turner Block located between Prince and Duke Streets along The Strand. The Plan contains specific recommendations regarding improvements to these sites, including public access, monetary and other contributions for public amenities. The Waterfront Plan is grounded in improvements to the public spaces - access and pedestrian infrastructure, marina upgrades and expansion, shoreline treatments, park design and programming, as well as incorporating Art and History within the context of open space all along the waterfront. The Waterfront Plan recommends a variety of parking and circulation improvements and studies to inform policy moving forward. A Union Street Corridor Study is currently underway, and the Old Town Area Parking Study workgroup has been reconstituted in order to advise on parking initiatives in Old Town, including within the Waterfront area. The purpose of the Alexandria Waterfront Commission is to advise the City Council and staff on issues related to Alexandria's historic Potomac River waterfront, and advise on implementation of the Waterfront Small Area Plan. The Commission is composed of 21 members representing a particular neighborhood, community organization, or City committee. The Commission was established by City Council on April 14, 2012, and replaces the Waterfront Committee, which was founded in 1989. The Commission meets the third Tuesday of each month at 7:30 am at City Hall Room 2000, 301 King Street, unless otherwise indicated on the agenda.
