Waterfront Redevelopment Sites
Three redevelopment sites are highlighted in the Waterfront Small Area Plan planning area, those being Robinson Terminal North and South, as well as the Cummings-Turner Block located between Prince and Duke Streets along The Strand. The Plan contains specific recommendations regarding improvements to these sites, including public access, monetary, and other contributions for public amenities. Robinson Terminal Sites
contractors for both the Robinson Terminal South and North sites submitted
Concept Plans to the Department of Planning and Zoning in February 2014 for
those properties and in March both EYA, as the purchase contractor for Robinson Terminal South, and City
Interests, as the purchase contractor for Robinson Terminal North, made presentations
to the Waterfront Commission. In both cases, a Development Special
Use Permit application is anticipated to be filed with the Department of
Planning and Zoning in fall/winter 2014.
As background, a October 17, 2013 Public Presentation by Contract
Purchasers of the Washington Post was made to the Waterfront Commission.
Prior to that on September 21, 2013, the
Washington Post and other media reported that the Washington Post has selected
purchasers for the two Robinson Terminal Warehouse sites. The Post identified
the buyer of the northern warehouse as City Interests/Armada Hoffler and the
buyer for the southern warehouse as EYA/JBG. Read here for the Washington Post story. On Thursday, October 17, 2013, the Waterfront
Commission and Parks and Recreation Commission held a public meeting where they
received a presentation from the
contract purchasers of both sites. The purpose of the presentation was to
introduce the public to the teams for both sites. Both teams are still in their
due diligence period with the Washington Post.
Cummings-Turner Block: 220 S. Union Street - Carr Hospitality
Hospitality submitted a Development Special Use Permit (DSUP) application to
the City in November 2013 for a proposed 5-story 120 room hotel, with
underground parking and a restaurant for 220 S Union Street. The project was
recommended for approval by the Planning Commission on January 7, 2014 and
approved by the City Council on January 25, 2014. Click here to

On March 19, 2014, the
Old & Historic Alexandria District Board of Architectural Review approved a
Certificate of Appropriateness for the hotel.
Cummings-Turner Block: 204-206 S. Union Street - Mid-19th Century Historic Warehouses
204-206 S. Union Street, two mid-19th century warehouse buildings located on the northern portion of the Cummings/Turner block, were acquired by Lawrence N. Brandt, Inc. in 2012. These historic structures have been converted from warehouse to office use in accordance with the guidelines of the Board of Architectural Review and related City guidelines. The buildings’ heavy timber interior framing and massive solid masonry walls were accentuated under the rehabilitation and preservation processes. Since no change was requested for their massing, and because office uses are allowed under the existing zoning, a Special Use Permit was not required. Work on these buildings was completed in summer 2013, with occupancy by Columbia Capital, Inc. as of July 1, 2013.
Other Development Activity in the Planning Area:
The Food Court - Blackwall Hitch Restaurant
A Special Use Permit
was filed by Blackwall Hitch Alexandria, LLC, last year and
approved by both the Planning Commission and City Council in December 2013. It
was also approved on March 19, 2014 by the Old & Historic Alexandria
District Board of Architectural Review for a Certificate of
Appropriateness. The restaurant will contain 450 indoor and outdoor
seats, serving American cuisine. It is anticipated to open in fall/winter

601 N. Fairfax Street - The Oronoco Residential Project
development firm based in the Washington Metropolitan area, has built several
urban-style residential properties in Alexandria and in 2011 acquired the Sheet
Metal Workers Office Building at 601 N. Fairfax Street (northeast corner of
North Fairfax and Pendleton Streets). It is converting the building from office
to residential use with 60 large condominium units, primarily two and three
bedrooms with terraces and common amenities such as a pool and concierge
service. EYA has posted a video related to The Oronoco. The Waterfront
Commission, the Urban Development Advisory Council, and the North Old Town
Independent Citizens Civic Association (NOTICe) received a tour of the
building, still under construction, in February 2014. It is scheduled to
open in late spring 2014. No change is required to the building’s overall envelop;
therefore, neither a site plan nor Special Use Permit was required for
this project, however, conversion of the building did
require regular staff administrative approval of a grading plan and building
EYA has committed to contributing $25,000 towards the Art Walk which is a recommendation within the Waterfront SAP to create an artistic experience as one walks along the Waterfront.

The Beachcombers Restaurant
The Beachcombers Restaurant, built in the mid-20th century, is a 3,630 square foot former restaurant building that was constructed over water at the corner of The Strand and Prince Street. Over time, the water around the building was filled in, in part with the excess from a concrete business located adjacent to this building. The building operated as a restaurant for only a few years and later became a gun shop and military surplus store for the next 50 years. There is interest in the public and the private sectors in restoring the building and accordingly a recommendation to restore it is included in the Waterfront SAP if the use is found to be economically viable.
To explore this possibility further, the City Council on September 27, 2012 approved issuance of a Request for Proposals (RFP) for The Beachcombers Restaurant. The RFP was issued on February 28, 2013 and closed on June 15, 2013. Three proposals were subsequently received by the City, and the Department of General Services, as the lead on this project, is anticipated to identify next steps in the review and selection processes shortly.
