Alexandria Welcomes New City Manager Rashad Young

Alexandria Mayor William D. Euille has announced that City Council will appoint Rashad Young to serve as City Manager for Alexandria, Virginia. Young, City Manager of Greensboro, North Carolina, was selected by City Council to replace former City Manager James K. Hartmann, who resigned from the position in May 2011. The final selection of the City Manager is subject to City Council approval and the execution of a contract. A special meeting of the City Council will be held Monday, October 24 at 6 p.m., for appointment of the new City Manager.

Young’s entire career has been dedicated to public service in local government. Prior to his tenure in Greensboro, he served as City Manager in Dayton, Ohio, and as Assistant City Manager in Cincinnati. Throughout his career, he has managed communities with challenging fiscal conditions, while building strong, open, and effective partnerships with residents and business to leverage the unique assets of a community. Young was appointed City Manager of Greensboro in October, 2009. He provided oversight and management to 20 departments and more than 2,800 employees, while developing and maintaining a budget of $438 million. He initiated the restructuring and reorganization of Greensboro’s departments and divisions to gain efficiencies and improve customer service, and launched a strategic management framework in conjunction with the budget development process that identifies community and organizational priorities, defines measures of success, and aligns the work of all city departments to those priorities.

Under his three-year tenure as City Manager in Dayton, a city that has seen declining population and revenues, Young maintained the city’s fiscal discipline and stability and achieved an upgrade of the city’s bond rating. Young’s eight years of service in Dayton include his work as Interim City Manager, Assistant City Manager, Director of Human Resources, Assistant to the City Manager, Deputy Director of the Department of Information and Technology Services, and Acting Assistant City Manager.

In 2002, Young accepted the position of Assistant City Manager for Cincinnati. That year, he was selected by Cincinnati Business Journal as number 6 of the “Top 40 Under 40” Award. Young was instrumental in the creation of the city’s small business division and contract compliance program whose goal was to increase small business opportunities in the city and ensure inclusion in contracting for city programs and services. He oversaw the renovation of one of Ohio’s oldest public markets and facilitated its transition to a private, nonprofit organization, and helped coordinate and manage the expansion of the Duke Energy Convention Center, which represented a $135 million investment of public and private resources.

Young is a member of the National Forum of Black Public Administrators and is a credentialed manager and member of the International City/County Manager’s Association (ICMA). Young has a Bachelor of Science, Business Management Degree and a Master of Business Administration Degree from the University of Dayton.
