Action Update: June 21, 2008Communications with Norfolk Southern On June 16, Mayor William D. Euille sent a letter to Norfolk Southern regarding security assessment requirements for the ethanol transloading facility. Surface Transportation Board Public Hearing on Transportation of Toxic Materials The City of Alexandria will be participating in a Surface Transportation Board Hearing on railroad hazmat transport issues. The hearing, originally scheduled for Wednesday, July 16, 2008, has been rescheduled for Tuesday, July 22, 2008. The deadline for submitting notice of intent to participate, or written comments, has been extended from Wednesday, July 2, 2008, until Tuesday, July 8, 2008. The hearing, which begins at 9:00 a.m., will be located in the1st Floor Hearing Room, Patriot's Plaza, 395 E Street, SW, Washington, DC. All notices of intent to participate and testimony may be submitted by using the STB’s “e-filing format” or in traditional paper format. E-filers may attach their document using www.stb.dot.gov, using the “E-Filing” link. City Petitions Surface Transportation Board The City of Alexandria has submitted a Petition for a Declaratory Order to the Surface Transportation Board (STB), a federal oversight body. The Petition seeks a determination that Norfolk Southern’s Ethanol Transloading Facility, while located on Norfolk Southern property, is not the railroad’s facility and is operated by a private, non-rail carrier operator, RSI Leasing; therefore, the facility is subject to the City’s zoning authority and permit requirements. |
