We have it on the schedule and I’ll let
you know where the meeting will take place. We do not want Norfolk Southern to attend since
we know that the only rational was dollars. There was obviously no
consideration for the community, school, etc. Their attendance would only spur
numerous outbursts from very frustrated residents.

2008, at 7pm, location TBD.
Fire Department and
Emergency Management staff will attend to specifically discuss: 1) emergency
response considerations for ethanol transloading; and 2) emergency preparedness
plans/actions for the community during a hazardous materials incident.
Since (at your
request) Norfolk Southern Corporation (NSC) representatives will not be present
at the June 9th meeting, we will not be able to answer any questions about the
(economic/political) rationale or process for building the ethanol transloading
facility at the NSC Van Dorn Intermodal Facility.
We look forward to
receiving the exact meeting location before June 9th; please let me know if we
can provide any assistance with securing a meeting space.

Regrettably, we are already committed to two other engagements that night (Thursday,
June 5, 2008).
We can do Tuesday (6/3) or Wednesday (6/4) next week at 7pm; or the following
week (week of June 9-13, 2008) on any night but Tuesday (6/10).
Also, I just want to confirm that (as we discussed after last night's Council
meeting) you do not wish Norfolk Southern Corporation to be present at this
meeting, preferring instead to have the Fire Department and Office of Emergency
Management present regarding emergency response considerations and planning; is
that correct?

We appreciate your concerns regarding the ethanol transloading operation at the
Norfolk Southern Intermodal Facility.
City staff will present an overview to City Council tonight (May 27, 2008), but
in the meantime I wanted to respond directly to your two questions from an
email yesterday, specifically:
1) "What are the emergency preparedness plans in relation to this
facility?"
Since discovering the facility began operating in April 2008, the Alexandria
Fire Department has worked aggressively to secure the specialized equipment,
supplies, and training required to address an emergency incident involving bulk
quantities of ethanol. Just today we received a foam trailer with 660 gallons
of onboard foam concentrate and a high-capacity nozzle to deliver alchohol
resistant aqueous film forming foam (AR-AFFF); an additional 1,600 gallons of
AR-AFFF concentrate is stored at the facility. We are in the process of
obtaining a dedicated tow/spill response vehicle for the trailer, along with
several additional foam delivery appliances. Our Hazardous Materials Response
Team is on-duty 24/7/365 and we have secured additional specialized training
for Team members. Emergency management plans are being updated as part of the
City's Comprehensive Emergency Management Plan (CEMP) developent. We will
continue working to enhance our readiness to respond to an ethanol incident in
the City.
2) "Also, there are many streets in Cameron Station not on city emergency
response maps."
I have investigated this concern and to our knowledge, AFD emergency response
maps are current for Cameron Station. Do you have an example of an incident
where a street was not on an emergency response map? If so, please let me know
and we'll follow-up immediately.
