We appreciate your
concerns regarding the ethanol transloading operation at the Norfolk Southern
Intermodal Facility.
City staff will
present an overview to City Council tonight (May 27, 2008), but in the meantime
I wanted to respond directly to your two questions from an email yesterday,
specifically:
1) "What are
the emergency preparedness plans in relation to this facility?"
Since discovering
the facility began operating in April 2008, the Alexandria Fire Department has
worked aggressively to secure the specialized equipment, supplies, and training
required to address an emergency incident involving bulk quantities of ethanol.
Just today we received a foam trailer with 660 gallons of onboard foam
concentrate and a high-capacity nozzle to deliver alchohol resistant aqueous
film forming foam (AR-AFFF); an additional 1,600 gallons of AR-AFFF concentrate
is stored at the facility. We are in the process of obtaining a dedicated
tow/spill response vehicle for the trailer, along with several additional foam
delivery appliances. Our Hazardous Materials Response Team is on-duty 24/7/365
and we have secured additional specialized training for Team members. Emergency
management plans are being updated as part of the City's Comprehensive
Emergency Management Plan (CEMP) developent. We will continue working to
enhance our readiness to respond to an ethanol incident in the City.
2) "Also, there
are many streets in Cameron Station not on city emergency response maps."
I have investigated
this concern and to our knowledge, AFD emergency response maps are current for
Cameron Station. Do you have an example of an incident where a street was not
on an emergency response map? If so, please let me know and we'll follow-up
immediately.
