The one thing I asked about and have still not received a response to is the
question; What are the emergency preparedness plans in relation to this
facility?  It will be too late to decide once an accident happens.  Also,
there are many streets in Cameron Station not on city emergency response
maps.  This should be corrected immediately if not sooner.

Ingrid;  Sorry not to have gotten back to you sooner.  By now you should
have received the Mayor's response to your  e-mail concerning the Norfolk
Southern Ethanol Transloading Facility.  On Tuesday we will be discussing
the issue at the City Council meeting--probably under City Manager Orals. I
believe that there will be a presentation and all the involved parties will
be there--City Manager, City Attorney, Fire Chief, etc. =20

City Council members first heard of the facility just a few hours before
Hartmann released his May 15, 2008 memo. We were told that the City Attorney
had ruled that a recent decision of the federal Surface Transportation
Boards made it impossible for us to stop it from coming.  We were told that
there was nothing that the City or Council could do.

No member of Council wants this sort of use and we would be willing to do
whatever we could to fight it.  I have sent a copy of the Manager's memo to
Jim Moran in the hopes that he can help us.

In a conversation with Joe Bennett, who is following all of this from his
computer, he felt that Council and the community should have been notified
earlier.  There are Cameron Station residents that have an impressive
network of contacts and plenty of expertise.  They should have been allowed
the opportunity to look out for their own interests. I suggested that if it
wasn't too late, maybe the staff should work with the residents (probably
through the civic association) to come up with an approach.   Is that a
possibility?

I think Norfolk Southern saw the Waste To Energy Facility, the impound lot,
and Virginia Paving and thought that this was such an industrial area, that
their use would fit right in.  They seemed to have overlooked the existence
of all of Cameron Station,  Summers Grove, and Tucker School.

I certainly stand ready to do whatever I can to prevent this use--or at this
point to discontinue this use.  It has no place in a community like
Alexandria.
