Here are some pics I got today from a distance.  They have installed impact protection around the hydrants, chan link fence with barb wire on top around the area and looks like some kind of electrical hookup surrounded by impact protection.  There were several construction vehicles noted and a dump truck.  It appears they are paving the area behind Covanta and the impound lot.
