Federal Highway Administration Approves Interchange Modification Report for I-395 HOV Ramp

The Federal Highway Administration (FHWA) approved the Interchange Modification Report (IMR) for I-395 HOV Ramp.  There were several changes FHWA made to the request from the Virginia Department of Transportation’s (VDOT) and the City to limit turn movements from the top of the HOV ramp.  VDOT and the City requested that right-turns be prohibited from the northbound HOV ramp to eastbound Seminary Road in the morning peak period and left-turns be prohibited from westbound Seminary Road to the southbound HOV ramp in the afternoon peak period.  While FHWA supported constructing the HOV ramp, they did not support VDOT and the City’s recommendation to prohibit turning movements and to reexamine in six months.  The City is looking at what next steps to take, if any.

Late Night Train Noise Due to CSX Track Work Continues

The CSX railroad company is performing overnight railroad track work between Alexandria and Woodbridge, Sunday through Thursday, between 8:30 p.m. and 4:30 a.m., until project completion scheduled for November 1.  The City has been notified work that will start again in Alexandria on Sunday, October 21.  Part of the federal safety requirements for this work is the sounding of train horns, for which the City has received multiple noise complaints. The City has notified City Department staff and neighborhood associations most impacted by the train noise about the schedule for additional CSX work and the anticipated noise impact. Although the City has no authority to alter or influence the sounding of horns for rail operations due to interstate commerce regulations, residents may express their concerns directly to CSX online or by calling 1.877.835.5279.

Alexandria Campaign on Adolescent Pregnancy Receives Health and Human Services Grant

The Alexandria Campaign on Adolescent Pregnancy (ACAP) was awarded a three-year Personal Responsibility Education Program (PREP) grant for $290,494 per year from the U.S. Department of Health and Human Services’ Administration for Children and Families.  This grant will help provide evidence-based prevention programs to approximately 800 at-risk youth.  PREP addresses issues, such as teen pregnancy and sexually transmitted infections, and includes movement, meditation and nutrition components based upon current research on adolescent brain development.  The partners in the program include Capital Youth Empowerment, Northern Virginia AIDS Ministry, Community Lodgings and the T.C. Williams High School Graduation, Reality, and Dual-Role Skills (GRADS) class. To learn more about PREP, contact Lisette Torres, ACAP Coordinator at or 703.746.3130.

Director of Code Administration Recognized by the Virginia Building and Code Officials Association

John Catlett, Director of Code Administration, was presented the President’s Award for Excellence by the Virginia Building and Code Official Association (VBCOA) at its annual Awards Banquet on Monday, October 15.  The Award, established in 1999, is given in recognition of distinguished serves at the state and national level. VBCOA President Vernell Woods thanked Catlett for his continued involvement in the leadership of the organization and for acting as a personal mentor to him as president.  Gregg Fields, Deputy Director of Code Administration, who provided remarks about Catlett, stated, “Anyone who knows John knows his commitment to the VBCOA organization and its membership, that is without question. John is very deserving of this award.”
